Kelley Rayner, Assistant Deputy Minister Community Health and Policy, is an experienced senior healthcare executive focused on establishing and improving healthcare programs and services, always with a citizen focus, to ensure overall organizational success. She has extensive experience in program development and management, communication and change management strategies, and developing strong partnerships across government and community to enhance health care programming i.e. CHANCES Best Start Program and March of Dimes After Stroke Program.  

Highlights of her past successes include: establishing first Organized Stroke Care Model; Queen Elizabeth Hospital Ambulatory Care Centre and associated new programs (Sameday Treatment Unit, Pacemaker Clinics, Heart Health Clinics); 3 Expansion of  PEI Cancer Treatment Centre; established Provincial Cancer and Stroke Patient Navigator Programs, Gender Affirming Clinic,  Health PEI first Patient Rights and Responsibilities, Midwifery Services Planning,  Service PEI Healthcare Access.
