What is the Novice Driver Course?
The Novice Driver Course (NDC) on Prince Edward Island is a mandatory educational program for new drivers who hold an Instruction Driver’s Permit (Class 7 license) and are not enrolled in a certified driver education program. The NDC is administered by Highway Safety and is designed to provide new drivers with essential knowledge about safe driving practices, PEI-specific traffic rules, the Graduated Driver Licensing Program (GDL), and road safety considerations such as winter driving and school bus safety. The NDC ensures that new drivers are adequately prepared before attempting the road test for their Class 5 license.
Before you take your first road test for a Class 5 license, you must complete one of the following or you will not be permitted to book a road test:
- Novice Driver Course through the provincial government, OR
- Driver training through a private, certified driver training school
For the Novice Driver Course, it's a good idea to register as soon as you receive your Instruction Permit through Access PEI. Topics covered in the NDC include:
- Graduated Driver Licensing Program (GDL)
- Demerit Point System
- Aspects of the Criminal Code related to Impaired Driving
- Alcohol and Drug Education
- Traffic-related Collisions
- Motorcycle Safety
- Distracted Driving
- Handling certain driving conditions
How long is the Course?
The course is approximately four hours in duration and may be held over two separate evenings. To enroll in this course, you must register in advance and pay a fee. Registration and payment can be completed at an Access PEI location; please have your Instruction Driver’s Permit ID number ready.
Do I need to bring anything with me to the Course?
Yes, remember to bring your Class 7 Instruction Permit.
