Video Surveillance Policy

Video surveillance refers to any system or device that enables continuous or periodic recording, observing or monitoring of facilities and individuals. Video surveillance systems are to ensure the safety of the public and library staff, the security of library assets and to enforce library policy and the law. Libraries that have video surveillance systems will have signage posted at all entrances and any outdoor areas covered by cameras to inform visitors.

Video surveillance systems in libraries will have the following parameters:

  • The cameras do not view the inside of areas where the public and employees have a higher expectation of privacy (e.g. washrooms).
  • Signs have been posted to notify employees and the public of video surveillance and recording.
  • Only contracted security staff and PEI Public Library Service staff will have access to video surveillance images.

Access to Stored Information

Stored video footage will only be accessed by contracted security staff, or a Public Library Service manager or supervisor. Other Library staff may review footage once accessed to confirm incident details or complete reports.  A Public Library Service manager or supervisor may, at their discretion, share the surveillance footage with law enforcement, as a result of a recording of a criminal act or an act demonstrating criminal intent.

The computer where video surveillance images are stored will be password protected and will be locked when not in use. Stored images will only be accessed when privacy can be assured. Where possible, computer screen images will be protected by a privacy screen to keep them private from unauthorized viewers.

Video surveillance footage will be stored for a maximum of two weeks before being erased or overwritten by the system. Longer storage of specific footage will only occur if needed for incident investigation and reporting or in the case of a criminal investigation.

Unless shared by a Library manager, video surveillance images, stored or otherwise, will only be viewed by or released to law enforcement upon receipt, by a Manager or Supervisor, of a completed, valid Law Enforcement Disclosure form.
