Yes, a permit is required.

How do I obtain approval to operate a Construction and Demolition Disposal Site?

Currently, there is a moratorium placed on the development of any new construction and demolition disposal sites.  Until legislation is passed that lifts this moratorium, the Department is not considering requests for the creation of new sites.
