CCBF - Provincial Municipal Services for Roads and Bridges

Prince Edward Island is comprised of 45 rural municipalities, 10 towns and two cities containing approximately 2,150 kilometres of roads and streets.  Approximately 80 per cent of these roads/streets are constructed, maintained and operated by the Prince Edward Island Department of Transportation and Infrastructure.

This centralized delivery of services provides an efficient method of delivering the expertise required and eliminates the duplication that would be necessary for the various municipalities, towns and cities to be responsible for the street infrastructure required to service their needs.

The centralized responsibility for roads and streets with the Province is the reason that a project for municipal roads is submitted by the Province rather than individual municipalities.

Municipal roads are collector or local roads and streets constructed and maintained by the Province, and that are located within cities, towns and communities.

The municipal roads and streets are used by the local residents for travel within the cities, towns and communities, as well as by residents in the geographic area who travel into these areas to access businesses, services and leisure activities. Work included in the Municipal Road Project is located on municipal roads and streets, not on the system of arterial, collector and community connectors that provide access between the cities, towns, and communities and with the National Highway System; which are also maintained by the Province.

Through Canada Community Building Fund (CCBF, formerly Gas Tax Fund), funding for the municipal services provided by the Province (roads and bridges), $23.4 million has been approved over the 5 year period from 2014-2015 to 2018-2019 for municipal roads and bridge projects.

This component is authorized under Annex B, Section 1.3 of the Administrative Agreement on the CCBF:

1.3 Roads and Bridges Component

(a) The Province will allocate 30 per cent to the roads and bridges component

(b) In recognition of the unique nature and role the Province plays in the provision of municipal services, the Province will act as Ultimate Recipient for this component for the rehabilitation of roads and bridges (in accordance with Schedule B) within Local Government boundaries
