This manual has been prepared by the Municipal Affairs Division. It is designed
to serve as a guide for municipalities preparing municipal bylaws. Municipal Affairs recommends that a
Council seek legal advice when preparing more complex municipal bylaws to help ensure that Council
has the authority to enact and enforce a proposed bylaw.
