Resort Municipality - Elections

The Municipal Government Act sets out specific requirements for the Resort Municipality of Stanley Bridge, Hope River, Bayview, Cavendish and North Rustico including council composition and voter eligibility.

Who is Eligible to vote in the Resort Municipality?

If you are new to the municipality, contact the Resort Municipality to be registered to vote. You may be required to complete a declaration.  Declaration of Residency and Eligibility - Resort Municipality and  Declaration of Residency and Eligibility - Resort Municipality 

You can vote in the Resort Municipality if you are over the age of 18, a Canadian citizen, have lived in PEI for the six-month period before the day of the election, and

  1. ordinarily a resident in the Resort on the day of the election; or
  2. a non-resident property electors (you are not ordinarily resident but who are the registered owner of land in the municipality on or before the day of the election); or
  3. the individual who has been designated as the voter on behalf of the corporation or co-operative association.

What do I need to bring to vote?

Electors must bring identification (ID) or documents with their name and address.  Electors can bring one piece of government ID with their name and address OR two pieces of ID or documents with their name on both and address on at least one.

Electors that cannot prove their current address can bring two pieces of ID with their name and sign a declaration at the poll.     

Who can be a candidate for council?

  • A Canadian Citizen at least 18 years of age and has lived in Province at least 6 months immediately preceding election day.
  • A non-resident property elector who is a resident of Prince Edward Island.
  • An individual who has at least 25% ownership in a non-resident corporation or incorporated co-operative association who is also a Canadian Citizen at least 18 years of age and has lived in Province at least 6 months immediately preceding election day.

The Resort Municipality allows residents and non-resident property electors as councillors.

However, where a non-resident property elector is a corporation or an incorporated co-operative association, only an individual has an ownership or membership interest of at least 25 per cent in the corporation or incorporated co-operative association and meets all other nomination criteria for candidacy in the Resort Municipality is permitted to be nominated as a candidate.

With the exception of the Mayor, no more than 50 percent of the council of the Resort Municipality shall be held by non-resident property owners electors of the Resort Municipality. (MGA s. 33(3)) 

Note: A non-resident property elector who is elected to office in the Resort Municipality is disqualified from holding office in any other municipality.

Resort Municipality Election Forms

Unless otherwise stated in the Act, the election forms must be used in the Resort Municipality.  The form below are unique to the Resort Municipality because of their elector qualifications outlined in the Municipal Government Act

Nomination and Election Notices

The Municipal Elector Officer must publish the Resort Notice of Nomination Election  (can be modified for a By-Election) in at least one print format (Posters, newspaper, or newsletter) and one electronic format (website, Facebook, e-newsletter).

Non-Resident Property Electors

All non-resident property electors must complete the Declaration of Residency and Eligibility - Resort Municipality at the polling location.

A person who is authorized to vote on behalf of a non-resident property elector that is a corporation or incorporated cooperative association must complete the Statutory Declaration above and provide proof of their entitlement to vote on behalf of the corporation or co-operative association.

Residence and Eligibility 

An elector will be required to complete a Declaration of Residency and Eligibility - Resort Municipality  if their name is not on the official list of electors or their eligibility is challenged. (MGA Election Regulations s. 44 (2))

No individual shall be appointed as a returning officer, election clerk, enumeration officer, deputy returning officer, poll clerk or information officer in the Resort Municipality unless they are a qualified elector in the Resort Municipality.
